Delegation Matrix
- WSU has moved away from using written Delegation of Contractual Authority letters for contract signature authority.
- In January of 2026, President Elizabeth R. Cantwell approved the use of an online matrix that lists the delegate, specific contract type, dollar limit, and scope (unit, campus, or system), and has a column for other limitations/notes.
- The specific scope of delegated authority to sign contracts differs for each individual (i.e. amount, type of contract, etc.); therefore, it is necessary to view all lines for each individual to determine the type and scope of contract authority. Below is a link to the Delegation Matrix. A WSU network ID is required to view the matrix.
- Delegation Matrix
- All delegations housed in the matrix still require Presidential approval. The new form for requesting a delegation or revised delegation can be accessed from UPPM 65.03 Authority to Execute University Contracts, which also sets forth the process and requirements for requesting or terminating a delegation, as well as responsibilities of delegates. UPPM 65.03 also includes a new, limited policy-based authority for area finance officers.
- In addition to the above, the new UPPM 65.02 Development and Administration of University Contracts includes clarifications and updates to the contracting process, and UPPM 65.05 International Memoranda of Understanding and Agreements updates the process for those specific contracts.
